The applicants have to appear for a written test / interview, at their own cost. No TA/DA shall be paid for the purpose. Candidates not having the requisite qualifications are liable to be summarily rejected. Eligibility Criteria
For Diploma Engineer (2 Posts)
- Educational Qualification: Diploma in Civil Engineering from a recognized college with 2 years of work experience. The diploma should be recognized by the state government. Highly skilled in AutoCAD, MS Office, preparation of estimates, analysis of rates. Experience of preparation of Detailed Project Report (DPR).
- Age Limit: Not specified; physically fit for extensive field visits.
- Remuneration: Rs.25,000 to Rs.30,000 per month (inclusive of taxes), fixed during negotiations based on qualifications and experience. TA/DA and allowances as per project norms.
For Architect (1 Post)
- Educational Qualification: Graduate in Architecture (B.Arch) from a recognized university/college with at least two years’ work experience. The B.Arch degree should be recognized by the Council of Architecture, India. Highly skilled in AutoCAD, SketchUp, MS Office, preparation of estimates, analysis of rates. Experience of preparation of Detailed Project Report (DPR).
- Age Limit: Not specified; physically fit for extensive field visits.

Scope of Work (Key Responsibilities)
The positions are for the Resilient Housing Technology Demonstration Unit (RH-TDU) project under AIRBMP, aiming to build climate-resilient villages in 50 flood-prone areas. RH-TDUs (25 units in 10 districts) demonstrate affordable, green housing using local materials and traditional architecture.
Common Duties for Both Posts
- Convert community designs into working drawings under TDU Consultant supervision.
- Prepare detailed estimates and DPRs for 25 RH-TDUs across 10 districts.
- Provide data for validation by expert national institute.
- Liaise with circle offices for geotechnical surveys (soil tests).
- Regular site visits for supervision; check DPRB and approve NGO expenditures.
- Review progress, quality, and coordinate stakeholders; ensure compliance with RH-TDU-DPR.
- Any other tasks by ASDMA or TDU Consultant.
Project Background
AIRBMP supports Assam in mitigating climate disasters and improving IWRM. RH-TDU focuses on multi-hazard-safe housing in 50 CRVs, using local resources for affordability and sustainability. One RH-TDU per district serves as RHFC for techno-managerial support.
Duration & Reporting
- Duration: 1 year initial, renewable based on performance.
- Reporting: To RH-TDU Consultant; monthly progress reports to Employer. Collaborate with VLCDMC, FO, and circle officers.
